With the current alignment of US Federal and State government, as well as industry interest in Small Modular Reactor (SMR) and advanced reactor technologies such as Terrestrial Energy’s IMSR, there is today a unique and compelling opportunity to participate in the execution of the company’s growth business plan.

The Procurement Manager, reporting directly to the VP, Supply Chain, is responsible for leading the Company’s day-to-day procurement operations, managing a team of buyers, and ensuring the timely, compliant, and cost-effective sourcing of goods and services in support of the Company’s nuclear projects. The role drives procurement process discipline, supplier performance, and regulatory compliance while supporting the VP, Supply Chain in executing broader supply chain strategy.
Other Responsibilities Include:
Procurement operations management
- Lead and oversee day-to-day procurement activities, including purchase order issuance, supplier selection, and contract execution, ensuring on-time delivery of goods and services.
Team leadership and development
- Manage, mentor, and develop a team of Buyers, setting priorities, reviewing workload, and building procurement capability within the team.
Supplier management and negotiation
- Lead negotiations with suppliers on pricing, terms, and delivery commitments, and manage supplier relationships and performance to ensure quality and reliability.
Regulatory compliance and export control
- Ensure procurement activities comply with applicable nuclear regulatory requirements (including NRC and CNSC), export control regulations, Title 10 Code of Federal Regulations, and Company quality standards.
Process improvement and reporting
- Develop and maintain procurement policies, procedures, and reporting metrics, and identify opportunities to improve efficiency, cost, and process discipline.
Cross-functional collaboration
- Partner with Engineering, Quality, Finance, Legal, and Project Management to align procurement activities with project schedules and business priorities.
Supplier qualification support
- Support the qualification and maintenance of the Company’s Approved Suppliers List (ASL) in coordination with the VP, Supply Chain and Quality.

- Ability to lead, coach, and develop a team of Buyers to meet project and business objectives.
Negotiation and supplier management
- Skilled in negotiating commercial terms and managing supplier relationships and performance.
Regulatory and compliance knowledge
- Working knowledge of nuclear regulatory requirements and export control regulations as they apply to procurement.
Process and organizational discipline
- Ability to establish and maintain structured procurement processes in a fast-paced, growing organization.
Communication and collaboration
- Effective communicator able to work cross-functionally with Engineering, Quality, Finance, and Legal.
Requirements
- A minimum of 10 years of experience in procurement, supply chain, or purchasing, including experience in the nuclear industry.
- Bachelor’s degree in Business, Supply Chain, Engineering, or a related field.
- Familiarity with nuclear regulatory requirements such as NRC and CNSC, including 10 CFR.
- Familiarity with export control requirements
- Demonstrated experience managing or leading a procurement or buying team.
- Strong negotiation skills and experience managing supplier relationships and contracts.
- Experience with ERP and procurement systems (e.g., Oracle SCM, SAP Ariba, or Coupa).
- Ability to travel occasionally within North America as required.
- Strong organizational skills with the ability to manage multiple priorities under tight timelines.
Assets
- Experience in Small Modular Reactor (SMR) or advanced reactor programs.
- Professional certifications such as Certified Professional in Supply Management (CPSM) or equivalent.
- Experience working in a multi-site or global procurement organization.
