Deputy Programme Manager

The Deputy Programme Manager is responsible for the management of the HQ location of the Laos programme, overseeing all aspects of our operations and the support they require. You will be responsible for the programme’s adherence to HALO SOPs and the efficient deployment and management of our staff. You will report to the Programme Manager and deputise for them when necessary. You will lead by example and maintain high professional standards and levels of discipline.

You will be based in Sepon, Savannakhet Province with monthly stand-down/time off normally being spent in Vientiane.

You will be directly contributing to the survey and clearance of UXO in one of the most contaminated countries in the world, helping us achieve our goal of eliminating the threat to lives and livelihoods posed by Explosive Remnants of War.


RESPONSIBILITIES

Reporting to the Programme Manager, you will be required to:

  • Operations
    • Oversee the Operational Management
    • Conduct internal QC and QA of operations
    • Manage the deployment of operational personnel and prioritization of tasking, including preparation of annual and monthly work/deployment plans
    • Attend UXO action groups or other relevant seminars on behalf of HALO Laos where necessary
    • Manage the training and training schedule for all HALO Laos staff
    • Manage staff discipline and morale/motivation
    • Provide ongoing instruction/guidance/advice to senior staff with regards safe, efficient and effective clearance, EOD and survey
  • Oversee the Operational Management

  • Donor / Government Liaison
    • Provide support for the writing of donor reports
    • Manage & develop partnerships with national and international NGOs as required
    • Assist with the preparation and timely submission of MOUs and IMC reporting
    • Manage national reporting requirements
    • Assist in developing and maintaining relations with other operators, donors, UN, and Lao PDR Government
    • Ensure the Programme Manager is regularly updated on progress against contractual obligations
  • Provide support for the writing of donor reports
  • Manage & develop partnerships with national and international NGOs as required
  • Assist with the preparation and timely submission of MOUs and IMC reporting
  • Manage national reporting requirements
  • Assist in developing and maintaining relations with other operators, donors, UN, and Lao PDR Government
  • Ensure the Programme Manager is regularly updated on progress against contractual obligations
  • Admin, Logistics, Finance & Fleet
    • Manage the correct procurement, registry, use and maintenance of all programme equipment
    • Ensure that the finance department is operating best practice as per HALO global accounting standards and oversee day to day transactions

  • Operational Support Unit
    • Oversee and lead developments in information management and ensure issues are identified and resolved
    • Co-ordinate with the M&E Officer to ensure donor obligations are being met and provide the link between the Operational Support Unit and Operations departments
    • Understand and stay up to date with local, national and regional developments to inform operational decision making

    • Manage internal and external visits to the programme
