An Assistant Code Compliance Director – Animal Care and Control position is available with The City of Fort Worth Code Compliance Department/Animal Care and Control Division.  The Assistant Code Compliance Director for Animal Care and Control is one of four Assistant Code Compliance Director positions reporting to the Director of Code Compliance.  This position is responsible for the overall planning, organizing, implementing and directing the operations, programs, staffing, and budget of a large municipal animal welfare services program spanning multiple facilities.

The ideal candidate will have experience managing a large complex and fast-moving organization.  Having a background in Animal Welfare which includes humane enforcement, animal control, cruelty investigations, low cost vaccinations, low cost spay and neuter, nuisance wildlife, pet retention, animal sheltering, adoption centers and associated services is important.  The ideal candidate will have a proven track record of leading administrative, shelter and field staff.  Must have demonstrated experience in building relationships with diverse employees' groups and community stakeholders.   The successful candidate must be accessible, approachable and be a leader with a collaborative management style.  The ability to communicate messages and presentations effectively to stakeholders is also important to be successful in this position.

The Assistant Code Compliance Director - Animal Care and Control job responsibilities include:

  • Prioritize animal welfare to ensure that Fort Worth is the most animal friendly city in the country. This includes individual animal care as well as working with partners to ensure the positive outcomes for the animals in our care.
  • Oversee and assign work that involves animal care, facilities, customer service, public relations and operations and maintenance.
  • Direct the approval and enforcement of licenses and permits governing animal control to ensure compliance with regulations. 
  • Develop, recommend and enforce departmental policies, procedures, regulations and city ordinances relevant to animal regulation and veterinary public health to contribute to the overall health of the community. 
  • Maintain liaison with local, state, federal and international authorities in mutual veterinary public health programs and zoonotic disease control. Direct epidemiological investigations of wild and domestic animal sources and zoonotic diseases and recommend appropriate control measures.
  • Represent the division to the public, other organizations and governmental agencies to inform of changes and to seek support for programs, initiatives and projects.
  • Plan, design, implement and review program short and long-term goals and priorities which involves: development and management of annual budget. Monitoring and approving budget expenditures. Preparing and administering operating and maintenance budget. 
  • Conduct regular inspection and evaluation of performance against approved plans and objectives to assess and improve services. Prepare reports regarding program activities, accomplishment and goals.
  • Supervise staff directly and through subordinate supervisors. Appraise employee performance and review evaluations by subordinate supervisors. Develop and provide training essential to maintaining the proficiency of staff. Enforces work behavior standards firmly and impartially. 

Minimum Qualifications:

  • Bachelor’s degree from an accredited college or university in Public Administration, Business Administration, or related field.
  • Six (6) years of management experience relating to code compliance, animal care and control, or related field.
  • Two (2) years of administrative and supervisor experience.
  • Possession of a valid driver’s license.

Preferred Qualifications:

  • Demonstrated Animal Welfare Experience
  • Shelter Veterinarian License/Experience

Conditions of Employment

Candidates who do not meet the Education requirement, may be considered if they have more relevant work experience than the position requires.
