The Chief Operating Officer (COO) role is a strategic senior leadership position that requires high-level decision-making and will set the corporate direction and strategy in coordination with the leadership team and under the direction of the Chief Executive Officer (CEO).
 
A member of the senior leadership team, the COO will evaluate company practices and performance and develop and implement strategies to achieve and maintain operational excellence in accordance with our Vision 2025. The COO will have oversight of and accountability for all enterprise operations and services and oversee Finance & Accounting, Information Technology (one-person department), Contracts and Compliance, Knowledge Management, and Facilities & Security Management functions. The COO will be responsible to ensure that all departments work together effectively and managing executive-level day-to-day operations of the company, monitoring the progress of corporate initiatives including reporting status and updates and identifying areas that require corrective actions.  The COO will manage corporate risk and costs to support the CEO in making decisions about the company’s finance and investments.  The COO will drive to increase productivity at all levels to achieve company goals.  Developing business plans for company growth, capital expenditures, and monitoring and managing the financial health of the corporation are important aspects of this role.

EXPECTED OUTCOMES / ESSENTIAL FUNCTIONS


  • Business Operations
  • Partner with the senior leadership team to create, implement and manage plans for efficient operational and cross-functional processes, internal infrastructures, reporting systems, and company policies, all designed to foster growth, profitability, and efficiencies within the company.
  • Motivate, educate, and encourage employees at all levels to learn, adopt, and execute agreed-upon protocols, procedures and practices that enable cross-functional collaboration and efficiencies to meet organizational goals.
  • Forge and manage strategic partnerships and relationships with vendors, clients, banks, investors, and all other business relationships.
  • Foster a growth-oriented, positive, and encouraging environment while keeping employees and management accountable to company policies, procedures, and guidelines.
  • Set challenging and realistic growth, performance, and profitability goals in partnership with the senior leadership team. 
  • Create and drive the enterprise-wide adoption of practical measurement tools to gauge the efficiency and effectiveness of internal and external processes.
  • Deliver accurate and timely reports outlining the operational condition of the company.
  • Partner with the Chief People Officer (CPO) and other senior management to improve staff morale and culture and update operations, policies, processes, and organizational practices to create a space where staff want to work and feel valued. Partner with the CPO, Director of People & Organizational Development, and other stakeholders to develop learning and training programs that improve operational efficiency and deliver high-quality client services.
  • Ensure transparency and ongoing communication throughout the organization to maintain awareness of our Vision 2025 strategic goals and cross-department collaboration in partnership with the Chief Marketing Officer.  
  • Oversee budget for management of Resonance facilities in Burlington and Washington D.C.

  • Finance and Accounting
  • Oversee the Finance and Accounting function, including right-sizing, developing, managing, and optimising the team and work allocations, reviewing and analysing department operations and protocols, and developing and implementing the changes that will drive operational excellence.
  • Oversee enterprise budget planning and cost management aligning with company strategy and priorities, working with other C-level executives on department budgeting, forecasting, strategic workforce planning, and resource allocation programs. 
  • Drive company results from an operational and financial perspective, working closely with the CEO and key executive team members.
  • Deliver timely and accurate financial reports to the company CEO, leadership team and employees.
  • Partner with the Vice President, Government Services and Managing Director, Resonance Impact Advisory, to ensure optimal cost and pricing strategies are deployed for government and commercial clients, including conducting indirect and other rate structure evaluations and recommendations.
  • Collaborate with CEO and leadership to raise capital and carry out other business expansion strategies.
  • Monitor financial data and recommend solutions to improve profitability.
  • Oversee DCAA audits, including business system readiness, and assist with DCAA disputes and responses.
  • Oversee incurred cost submission and maintain indirect rates (finance).

  • Contract Administration and Compliance
  • Oversee the Contract Administration and Compliance Function
  • Own and ensure the development, delivery, and maintenance of corporate policies, risk management, training and procedures related to contract administration and compliance at both the project and company levels.
  • Ensure compliance with FAR, AIDAR, cybersecurity, privacy, whistleblower, fraud, and all other applicable US Government regulations by encouraging and supporting the development and implementation of policies, procedures, guidance documents, and training, e.g., business ethics.
  • Establish and manage a procurement and partners program that ensures supplier diversity, complies with U.S. Federal guidelines, and covers external vendors, partners, financial institutions, legal firms, CPA firms, travel agencies, cybersecurity providers, landlords, insurance providers, and others.

  • IT infrastructure and Management
  • Oversee and support the effective use of IT advances to support organizational goals and operations.
  • Support company strategic goals; assess and improve application and infrastructure architecture.
  • Provide technical leadership, identify, and evaluate next-generation and cutting-edge technologies to improve operational efficiency.
  • Ensure SharePoint and other enterprise IT platforms and tools are optimally deployed to promote collaboration, robust knowledge management, and learning.
  • Ensure Resonance’s IT operations and uses comply with all government regulations (e.g., cybersecurity and privacy laws and regulations)

  • Knowledge Management
  • Deliver and implement the enterprise Knowledge Management (KM) strategy.
  • Oversee the KM function and all knowledge management-related activities, including capture, sharing, and accessibility for the enterprise.
  • Partner with internal and external stakeholders to guide and promote the usage of the enterprise’s knowledge management assets for organizational learning.

REQUIRED QUALIFICATIONS: EDUCATION AND EXPERIENCE

  • Master’s degree in a business-relevant field.
  • 15+ years of progressively responsible business operations, initiative, project, and program management, and team leadership experience with a proven professional record of establishing and maintaining operational excellence via process improvement and change management.
  • 8+ years of experience working on USAID-funded projects with additional federal contracting experience preferred
  • 5+ years of experience promoting change management to guide various stakeholders through the growth and scaling of operations.
  • 5+ years of experience managing projects and programs in a Total-Time accounting context. 
  • 5+ years of experience developing policies and guidance tools for different company functions, including financial management, USG compliance, procurement planning, etc.
  • Experience with Costpoint Deltek or comparable ERP system technology platforms and applications that optimize data visualization, such as Concur and Tableau.

PREFERRED QUALIFICATIONS: EDUCATION AND EXPERIENCE

  • MBA
  • 12+ years of experience in federal government contracting, 10 of which were with USAID contracting.
  • Fluency in Costpoint Deltek or comparable ERP system and demonstrated experience with technology platforms and applications (e.g., Concur, Tableau) that optimize finance & accounting and data visualization.
  • Experience building and scaling operational systems and processes to support high growth.

Salary range $190,455 - $205,455
