The Department of Health and Human Services (DHHS) provides supportive, preventive, protective, public health and intervention services that safeguard the public health and assist our customers in meeting their needs.  The Office of Child & Family Services (OCFS), within DHHS is responsible for ensuring the safety, permanency and well-being of children and families through community networks, local resources, and life-long family connections throughout Maine. This is a limited period position that is currently located in Augusta, other DHHS office locations may be considered.

 

Job duties:

 As the System of Care (SOC) grant Clinical Resource Coordinator, you will be part of a statewide OCFS team responsible for ongoing development, implementation, and monitoring of behavioral health prevention and treatment programs. This is a full-time, salaried position with no supervisory responsibilities. You will support the project team to ensure children in Maine have access to high-quality, clinically appropriate behavioral health services. This position is a limited period position and can be located in any of the DHHS offices statewide.

 

Responsibilities:

  • Review referral management policies, practices and trends for process improvement solutions;
  • Work with community providers to assess and recommend programming;
  • Assess quality of behavioral health programs and opportunities for improvement;
  • Consult with internal staff, community partners and the State Medicaid program on clinical components of system of care;
  • Review and evaluate psychological and social work research and literature in order to maintain and enhance professional development and best practices; and
  • Coordinates clinical treatment planning with other professionals and community agencies in order to assist in the transitioning of clients and patients to a non-clinical environment. 

Skills and Knowledge required:

  • Knowledge of applicable Department programs, policies, procedures, and guidelines.
  • Knowledge of Evidence-Based Practices and the Behavioral Health System.
  • Knowledge of community resources and services.
  • Ability to analyze program data and apply it to program quality improvement.
  • Knowledge of the application of therapeutic modalities to social and educational deviation, mental diseases, and treatment of patients.
  • Knowledge of the principles and practices of clinical mental health counseling. 
  • Knowledge of the fundamental types, challenges, and problems of mental illnesses, abnormalities, developmental disabilities, and personality disorders.
  • Knowledge of federal and state laws and regulations affecting mental health practices.
  • Knowledge of individual and group behavior.
  • Knowledge of confidentiality and privacy laws/ rights of clients, inmates, and/or patients.
  • Ability to evaluate psychosocial information and make appropriate diagnosis.

MINIMUM QUALIFICATIONS:

 In order to qualify, you must possess a Master’s Degree* in Social Work or Counseling.  Preference will be given to those candidates with children’s mental health experience.

 

Licensing RequirementCurrent licensure as a Licensed Clinical Social Worker (LCSW) as issued by the Maine Board of Social Worker Licensure or Licensed Clinical Professional Counselor (LCPC) as issued by the Maine Office of Professional and Occupational Regulation.

 

The backgrounds of well-qualified candidates should demonstrate the following competencies:

 

  1. Knowledge and/or experience of clinical practices and treatment planning.
  2. The ability to analyze program data and to review policies and practices in order to inform quality improvement plans.
  3. A thorough knowledge of Children’s Behavioral Health services.

Level 1:  100% State Contribution = $470.99 biweekly (employee pays nothing)

Level 4:  85% State Contribution = $400.34 biweekly (Employee pays: 15%)
