Data Encoders for UNFPA Phase 2: Integration of Sexual and Reproductive Health

Overview

ThinkWell is seeking qualified data encoders to support the implementation of Phase 2 of the UNFPA-funded project "Integration of Sexual and Reproductive Health into the Comprehensive Outpatient Benefit Package (COBP)." This project aims to improve the financing and accessibility of comprehensive Sexual and Reproductive Health and Rights (SRHR) services in the Philippines by supporting their integration into the Comprehensive Outpatient Benefit Package (COBP).

The data encoders will collect, process, and organize costing data collected from healthcare facilities and providers, ensure accuracy and consistency in data entry, and assist with preliminary data analysis. They will be crucial in the project's data management activities during the costing implementation phase.

Scope of Work

The data encoders, under the supervision of the Program Analyst and Project Manager, will undertake the following activities:

1.  Coordination and Communication

-   Coordinate directly with the assigned health facilities for the conduct of the costing activity and to clarify any issues and clarifications following data validation.

-   Communicate regularly with the analysis team regarding data status.

-   Participate in team meetings to discuss data quality and processing challenges.

-   Liaise with IT support for any technical issues related to data management.

 

2.  Data Processing and Entry

-   Enter costing data collected from approximately 40 service providers into the project database/tool

-   Verify and clean data for inconsistencies, missing information, or errors.

-   Organize and categorize data according to established protocols and taxonomies.

-   Maintain accurate records of data sources and processing procedures.

-   Store scanned copies of accomplished data collection tool and means of verification in the designated cloud storage facility.

 

3.  Quality Assurance

-   Conduct regular data quality checks to ensure accuracy and completeness.

-   Flag potential errors or inconsistencies for review by the analysis team.

-   Cross-verify entered data against original sources when necessary.

-   Document any data quality issues and resolution actions taken.

 

4.  Preliminary Data Analysis Support

-   Assist in the preparation of data for analysis.

-   Generate basic descriptive statistics and summaries as required.

-   Prepare data visualizations and tables for preliminary analysis reports.

-   Support the costing team in organizing data for sensitivity analyses.

 

5.  Documentation and Reporting

-   Maintain detailed logs of all data processing activities.

-   Document data entry methodologies and processes.

-   Prepare regular progress reports on data processing activities.

-   Support the development of data dictionaries and codebooks.

 

Deliverables

1.  Accurately encoded and validated costing data from assigned service providers.

2.  Scanned copies of accomplished data collection tool and means of verification stored in the designated cloud storage facility.

3.  Weekly progress reports on data processing activities

4.  Documentation of data entry protocols and quality assurance procedures

5.  Preliminary data summaries and basic analyses as requested

6.  Support materials for data validation workshops and meetings

 

Timeline

The data encoders will provide services for approximately 40 days during the data collection and analysis phase of the project (Q2-Q3 2025), with the possibility of extension based on project needs. The specific timing will align with the project's data collection activities scheduled between April and September 2025.

Requirements

Qualifications

The ideal candidates will possess the following qualifications:

1.  Bachelor's degree in statistics, public health, information management, or related fields.

2.   At least 1-2 years of experience in data collection, data entry, data management, or similar roles, preferably in health-related projects.

3. Strong computer skills, particularly in Microsoft Excel, Access, or other data management software.

4. Experience with statistical software packages (e.g., SPSS, Stata) is an advantage.

5. Attention to detail and high level of accuracy in data handling.

6. Good understanding of basic statistical concepts and data quality principles.

7. Ability to work efficiently with large datasets.

8. Strong organizational skills and ability to meet deadlines.

9. Experience with health financing data or costing studies is a plus.

10. Fluency in English and Filipino (written and spoken).

11. Must be based in the area where the data collection will be implemented.

 

Reporting Relationship

The data encoders will report directly to the Project Manager and Analysis Team.

Work Arrangements

-   The position will be based in the area where the data collection will be implemented.  These are Caloocan City, Cavite, Leyte, Davao del Sur, Lanao del Sur.

- The engagement will be fixed-priced contracts based on the deliverables during the contract period.

-  May require occasional travel to validation meetings or workshops.
