Donor Compliance Coordinator

General Description of the Role

The main function of this position is to ensure that the GOAL Syria programme, including its sub-grantees/partners, is fully compliant with GOAL and its donors’ rules and regulations.  The Donor Compliance Co will oversee the Compliance function of GOAL Syria, ensuring that annual audit and compliance plans are developed/followed and appropriate for the context and management requirements. H/She will work across all departments including programmes, finance, logistics and HR providing timely advice on donor regulations and feedback on the effectiveness of the internal controls in place in ensuring adherence to those regulations. H/She will work under the supervision of the ACDS, in consultation with the HQ Donor Compliance Manager

 

Key Duties

  • Donor Compliance:To familiarize oneself with and ensure adherence to Donor rules and regulations in relation to Logistics, Finance, HR and Programmes as set out in grant agreements and through GOAL donor guidelines and training materials (as and when required based on assigned donors).

 

  • Donor audits: To coordinate and act as the focal person in country for all donor audits and assessments. To work with each department to ensure maximum compliance during these audits and raise any significant issues (if any) immediately with ACDS

 

  • Donor Compliance Quarterly Review Report:To review the quarterly Donor Compliance Reports before they are submitted to the HQ Donor Compliance Department. Issues identified and documented in the issues log as having a donor compliance impact to be followed up on and providing action points and any advice/suggestions on possible improvements..

 

  • Donor Compliance Capacity Building:To develop tools & training materials, and organise and provide training, capacity building and support to GOAL and its partners/sub-grantees staff in the head and field offices to enhance their knowledge and understanding of GOAL and Donor policies and procedures and ensure proper implementation and on-going use.

 

  • Research:Support may include, among other tasks, responding to ad hoc queries from all departments in relation to donor specific queries. This may require research into donor regulations and/or consultation with the HQ Donor Compliance Manager and/or donors.

 

  • Contracts & MoUs: Review and advise on large supplier contracts and partnership agreements prior to signing, ensuring that suppliers and partners are selected in accordance with GOAL and donor regulations and all required steps have been taken before awarding the contract/agreement.

 

  • Partners:Monitor monthly the tracking and updates of key compliance updates per donor/award across all GOAL partners carried out by the Partner Compliance Officer and the Partnership team. Review and ensure that quarterly compliance reports and regular assessments are properly conducted for partners in line with the partnership manual and where required. Monitor the tracking and follow up any issues identified from these reports.

 

  • Staff Management: To manage staff of the Donor Compliance team so that its objectives are met, staff are properly performance managed and that staff capacity is built.

 

  • Procurement: liaise with procurement staff on high value and/or complex procurement processes, providing advice on donor requirements/regulations where necessary, accompanying procurement staff on vendor visits, and participating in tender committees

 

  • Investigations: To conduct any ad-hoc compliance or financial investigation assignments as requested by the ACDS, CD and/or HQ Compliance Department.

 

  • Others:To perform other tasks as requested by ACDS from time to time.

 

Requirements:

  • University graduate, background in, management, administration, finance or related field, or equivalent experience
  • A qualified accountant preferred but not required
  • At least 3 years finance experience
  • Excellent communication skills in English both verbally and in writing, Arabic and/or Turkish are advantages
  • Excellent computer skill in Microsoft Word, Microsoft Excel
  • Ability to learn new systems and IT software quickly and effectively
  • Organised and flexible, ability to respond to changing priorities
  • Ability to work independently on own initiative, assess risk and make plans accordingly
  • Willingness to travel to field sites/partner locations on a regular basis
  • Attention to detail
  • Excellent communication skills while interacting with colleagues and partners
  • Previous NGO experience and knowledge of donors
  • Evidence of experience in compiling and conducting training workshops is also an advantage
