The Department of Health and Human Services (DHHS) provides supportive, preventive, protective, public health and intervention services that protect the public health and assist our customers in meeting their needs. This position is contained within the DHHS Staff Education and Training Unit, out of the DHHS Commissioner’s Office of Workforce Development.  This position involves professional level work, involving the development, delivery and administration of duties connected to the training of DHHS staff, utilizing primarily online modalities.   Work is performed in Augusta.

Job duties:

 Duties include, but are not limited to:


  • Research and design online training programs incorporating adult learning theory and curriculum development best practices for various subjects, using Storyline 3 software.
  • Update existing online and in person training to ensure current information and incorporate best online practices.
  • Provide technical assistance for trainers on online delivery and best practices.
  • Facilitate certificate programs developed by SETU, within subject matter expertise, using Microsoft Teams and online content.
  • Assist in the tracking and scheduling for the DHHS mandatory programs, New Employee Orientation and Managing in State Government, for all new employees and management staff of DHHS.
  • Collect and consolidate training evaluation data to inform reports and future training decisions using SurveyMonkey.
  • Manage data collection, enrollment systems and tracking programs to administer SETU training services, using Maine Office of Information Technology web information resources, Excel spreadsheets and a transcript database.
  • Participate in the planning and delivery of special training projects as requested from DHHS Office Programs focusing on converting in-person training to an online format.
  • Communicate with DHHS staff to problem solve issues in operation and administration of training programs on the SETU website.
  • Monitor the SETU website and communicate with Office of Information Technology staff on problem areas.
  • Consult with DHHS management to conduct assessments of staff training needs.


 To qualify for this position, you must have a Bachelor’s Degree in Human Resource Development, a Social Science, Business/Public Administration, or related field and two (2) years staff development experience to include assessing training needs, developing training curricula, and implementing training programs for adults.  Equivalent experience may be substituted for education on a year-for-year basis. 


Preference will be given for education or demonstrated experience in graphic design, online software authoring programs or online audio/video production.

Value of State’s share of Employee’s Retirement: 14.11% of pay   
Value of State-paid Dental Insurance:  $14.60 biweekly

Value of State-paid Health Insurance*:

Level 1:  100% State Contribution = $470.99 biweekly (employee pays nothing)
Level 2:  95% State Contribution = $447.44 biweekly (Employee pays: 5%)
Level 3:  90% State Contribution = $423.89 biweekly (Employee pays: 10%)
Level 4:  85% State Contribution = $400.34 biweekly (Employee pays: 15%)
*The level of actual value of state paid Health Insurance will be based on employee’s wage rate and status with regard to the health credit premium program as of July 1, 2020.
