Duties & Role:

The NATO Communications and Information Agency (NCI Agency) is an organization of the North Atlantic Treaty Organization (NATO).

The NCI Agency has been established with a view to meeting to the best advantage the collective requirements of some or all NATO nations in the fields of capability delivery and service provision related to Consultation, Command & Control as well as Communications, Information and Cyber Defence functions, thereby also facilitating the integration of Intelligence, Surveillance, Reconnaissance, Target Acquisition functions and their associated information exchange.

The NCI Agency Electromagnetic Warfare (EW), Sensors & Surveillance Branch supports NATO commands and nations with expert services in various areas. Part of this work is the support to the UK MoD in their role as Host Nation for Capability Package 9A0700 "Electronic Warfare" in support of the NATO Joint Electronic Warfare Core Staff (JEWCS).

NCIA provide embedded EW consultancy to the UK Mod under amendment 8 of the Letter of Agreement (LOA) between NCI Agency and the UK MoD to execute the implementation of the EW training equipment acquisition. The selected consultant will contribute to the broad expert team necessary to support such a wide ranging acquisition.

The duties of the embedded consultant are as follows:

  • Responsible for representing the MOD as technical advisor in Contractor and Customer facing meetings and supporting MOD Project Engineering Managers in their duties.
  • Responsible to the Programme manager for providing project deliverables and providing technical consultancy in the following areas:
    • Systems Engineering
    • Review of design documentation and system specifications
    • System Design Documents
    • Verification and Validation Requirements Matrix
    • Lead Security Accreditation Practitioner
  • Responsible for development of update of Project Security Documentation:
    • Security Management Plan
    • Security Accreditation Plan
    • Security Aspects Letter
    • UK MOD Crypto Plan
  • Review of Security Documentation in support of design reviews:
    • Contractors - Communication and Information Systems (CIS) Description
    • Contractors - Security Management Plan
    • Contractors – Security Operating Procedures (SecOPs)
    • Engineering Lead on Mission Planning System
  • Responsible for project oversight including:
    • Review of Software and Process modelling documentation
    • Systems Analysis and Managing Requirements Elicitation workshops
    • Development of Use Cases and User Stories - Unified Modelling Language (UML)
    • Process model definition - Business Process Model and Notation (BPM&N)
    • Review of Systems/Software Engineering Documentation for design reviews
    • Interface Control Documents
    • Process Models
    • Use Cases and Descriptions
    • Agile Sprint Outputs
    • Data Definition Library and Data Structures
    • Systems Engineering and Support
  • Technical input into Integrated Logistic Support workshops including:
    • Advice on System Administration tasks and controls
    • Role definition and Training Needs Analysis
    • EASA certification and Part 145 continued airworthiness
    • Support of customer Defence Lines of Development (DLODs) meetings
  • Review of support documentation in support of design reviews including:
    • Software Development Plan
    • Software Support Plan
    • In-Service Support Plan – Network and Software support and administration
    • Maintenance Plan
    • Airworthiness Management Plan
    • Spectrum Manager
    • Responsible for engagement with NATO and National Joint Spectrum Authorities
    • Completion of SMIR OnLine registration of EW Training Equipment

Requirements

Skill, Knowledge & Experience:

  • The candidate must have a currently active NATO SECRET security clearance
