Salary: $74,000 plus benefits

The CDC Foundation is seeking a Senior Program Manager. This position will collaborate with teams and individuals at the Jurisdictional Level and with nonprofit organizations and provide direction in the administration of state and local grants. The ideal candidate will have the ability to work with partners internal and external to health departments and to build or maintain strong relationships with all stakeholders. An ideal candidate for this role has juggled multiple priorities in a fast-paced environment, maintained a high level of professionalism, and crafted timely communications to and from multiple stakeholders, always taking the stakeholders' needs into account.


• Graduate of a college or university with a bachelor's degree. Additional grant or public health-related experience will substitute for the required education on a year-for-year basis.
• Excellent communication and interpersonal skills in writing, speaking, and presenting information; experience drafting and delivering executive-level presentations and communications.
• Exceptional project/program management skills and the ability to structure and manage multiple initiatives simultaneously and drive to completion in a fast-paced environment.
• Strong stakeholder engagement skills with the ability to influence without positional authority.
• Demonstrated ability to review financial plans and to submit grant budget requests to the appropriate agencies for approval.


• Provides direction in the administration of grants.
• Manages functional aspects of preparing agency state plans to include duties such as developing scopes of work, planning, and budgeting for grant contractors; developing new contracting partnerships; and ensuring plans meet grant guidelines.
• Reviews and recommends budget revision requests to agency budget specialists.
• Serves as a liaison between agency management and the federal government.
• Prepares modification and amendment requests to make changes to the grant agreement based on budget analysis.
• Identifies agencies, communities, and services through data analysis and grant proposals to address agency needs.
• Review applications and determine whether the grant will have the desired impact.
• Analyze laws and regulations governing program or technical area and apply them appropriately to resolve problems and assure compliance.
• Interpret laws and regulations governing program or technical area for participants and staff.
• Monitors changes in laws and regulations and advises participants and other staff.
• Monitors budget and grant to identify problem areas.
• Determines if programs are utilizing resources in an effective/efficient manner and develops plans to correct issues.
• Continuously monitors and analyzes spending to ensure compliance.
• Ensures funds are obligated in the required timeframe.
• May assist the Commissioner's Office in formulating policy relating to state and federal statutes and regulations.
• Attends meetings and develops close working relationships with federal, state, and local officials.
• Responsible for developing and maintaining a functional system whereby all information is made available for consideration in state planning and budgeting efforts. Develops and reviews grant applications.

Roles and responsibilities listed above may be expanded upon or updated to match priorities and needs, once written approval is received by both the CDC Foundation and West Virginia, in order to best support the West Virginia DPH in their public health programming.
