Commissioning & Optimisation Manager
A new opportunity has become available at LondonEnergy for a Commissioning and Optimisation Manager. In this role you will be responsible for the successful commissioning of new LondonEnergy sites. This includes sites being transferred from one location to another and the optimisation of the service LondonEnergy provides to the boroughs, residents and North London Waste Authority.
Responsibilities
On a day to day basis you will be responsible for:
- Ensuring the site being commissioned is equipped and able to comply with the respective site environmental permit and conditions
- Reviewing all site procedures and policies required by the site permit including working plan, odour management plan and traffic management plan
- Managing and assess risk on site, with regards to health & safety and environmental compliance. Review risk assessments for all commissioning & optimisation tasks, uploading all to the company risk management system (D365).
- Ensuring any pre-operational & post-operational conditions of the permit are completed within the required timescales
- Ensuring all insurances for the new site(s) are set-up correctly in accordance with existing company insurance policies
- Monitoring and challenge unsafe acts to ensure everyone on site stays safe and well
- Liaising with external organisations (to include the Environment Agency, NLWA, Boroughs and customers) on compliance, health & safety and customer satisfaction specifically with regards to commissioning and optimisation activities
- To be accountable for building, monitoring, analysing and reporting on project/commissioning plans
- Preparing all equipment, buildings and plant ready for successful opening/handover of a new site in line with the approved asset management system
- Managing the commissioning budget and support the site manager to ensure OPEX budgets can be kept within once the site becomes part of the business as usual activities
- Writing business cases for any un-budgeted spend (OPEX & CAPEX) for approval by finance/execs
- Working with the site manager to ensure safe and efficient transition of a new site from commissioning to operational status
- Optimising and improve existing site practices through safe and efficient use of space in the operational areas. Areas for optimisation would include:
- Health and safety
- Environmental compliance
- Recycling and reuse rates
- Customer service
- Supporting the Waste Operations site managers in tracking and monitoring all KPIs in line with the client/contractor contracts
- Supporting their fellow Waste Operations site managers in any way required to ensure that LondonEnergy’s Waste Operations team works collaboratively, sharing knowledge and lessons learnt on a continuous basis
- Maintaining up to date knowledge of relevant legislation and working practices and ensure compliance with all policies and procedures of LondonEnergy Ltd including Health and Safety requirements.
- Managing their own personal development including completing training that the company identifies are required & challenging themselves to continuously improve
- Ensuring that staff operate in a safe and effective manner including identifying and implementing training requirements.
- Supervising contractors on site during commissioning & optimisation activities, ensuring that they operate within the company policies and procedures
- Supporting the site managers in responding to customer complaints relating to the commissioning or optimisation activities in line with the company procedure
- Supporting disciplinary investigations including taking on chair responsibilities when required
Requirements
To be considered for this role, we are looking for:
- Previous experience of waste disposal facilities including Household Waste & Recycling Centres and Waste Transfer Stations
- Someone familiar with planning conditions, permitting requirements & all ancillary documents e.g. fire prevention plans, odour management plans etc.
- Good numeracy skills and good understanding of finance e.g manging a P&L account
- To have a high level of computer literacy skills and system understanding
- Ability to use initiative and work flexibly and efficiently without constant supervision
- To demonstrate a good understanding of health & safety requirements
- To demonstrate effective organizational and team leadership skills
- To demonstrate strong interpersonal skills and the ability to develop others
