Job Description: 
This is a multidisciplinary security position requiring a qualified security professional in support of multiple special access programs. The Contractor Program Security Officer (CPSO) is responsible for the management, direction, administration and development of security programs and procedures for assigned programs that have contractually imposed security requirements in excess of normal 32 CFR Part 117 requirements.

The Contractor Program Security Officer (CPSO) will be responsible for creating the company’s SAP security program from scratch to facilitate the successful development and execution of classified programs. The CPSO will oversee the full lifecycle of the programs and enforce strict adherence to applicable laws, DoD and IC policies and requirements. The CPSO is the primary interface with government agencies regarding assigned program security matters and requirements and will be at the forefront of the CPSO’s responsibilities.

The CPSO will complete the PAR process, prepare for inspections, process visit requests, conduct security briefings, refreshers and debriefings, maintain access rosters, classified mail, and IDS/access management systems and perform other duties as assigned. 

Job responsibilities:

  • Security Management 
  • Perform program security administrative tasks and duties i.e. filing, updating logs/lists, supplies, coordination with internal and external customers 
  • Maintain personnel security records for SAP/SAR/SCI related programs with JADE 
  • Perform initial access eligibility determinations and create PARs and SCI nominations. 
  • Process incoming and outgoing classified visit certifications with JADE 
  • Conduct program indoctrination briefings, debriefings, and annual refresher briefings. 
  • Conduct internal self-inspections and assist with Staff Assistance Visits and Customer Security Assessments 
  • Maintain classified material accountability records to include inventory lists, receipt and transmittal records and final disposition documentation 
  • Working knowledge in the preparation and maintenance of prime and subcontract DD254s 
  • Implement required security controls as prescribed in the DD254, SOW, and SCG. 
  • Ensure all classified materials are marked and controlled in accordance with contractual requirements 
  • Review operational requirements and system specification documents to ensure applicable security requirements are addressed and incorporated into security processes 
  • Interpret and implement security classification guidance 
  • Develop and maintain various security artifacts including the Standard Operating Procedures (SOP), transportation plans, OPSEC plans, and Program Protection Implementation Plans (PPIP). 
  • Investigate and document security violations/incidents, providing recommendations for corrective actions to program personnel/management 
  • Attend, support and participate in program meetings, staff meetings, telecons, etc 
  • Respond to walk-in customers and perform ad hoc security services as required. 
  • Physical Security 
  • Maintain the program’s access control system 
  • Develop/maintain program Fixed Facility Checklists to establish/update classified work areas, including maintaining necessary waiver/approval records. 
  • Security Education & Training 
  • Develop/conduct formal initial and recurring security education and training materials/events. 
  • Cyber Security/Risk Management Framework (RMF) 
  • Provide necessary support to Information Assurance team in the implementation and maintenance of classified information systems accredited under the Risk Management Framework (RMF). 
  • Participate in the planning for new classified information systems and support the ISSM/ISSO with the development of System Security Plans. 

Required qualifications:

  • Must have a Final Top Secret security clearance. 
  • Ability to maintain a DoD Top Secret clearance and all Special Program accesses 
  • 8+ years of CPSO experience. 
  • Candidate must be knowledgeable of the following Government policies:  32 CFR Part 117, DoDM 5205.07 Vol 1-4, ICD 705. 
  • Experience writing OPSEC and/or Program Protection Implementation Plans. 
  • Strong oral and written communications skills 
  • Willing to work extended hours, in a fast paced, deadline driven environment in a variety of program areas 
  • Willing to travel on company business occasionally

Preferred qualifications:

  • Basic understanding of Cyber Security, specifically Risk Management Framework (RMF) 
  • Ability to perform COMSEC duties including inventory and disposition 
  • Strong organizational skills and attention to detail 
  • Intermediate competency level with Microsoft Office Suite programs 
  • Ability to excel in a fast-paced work environment in a variety of program area 
  • Ability to solve problems of varying levels of complexity
