The Human Resources & Talent Manager plays a critical leadership role in cultivating a workplace culture centered around excellence, accountability, innovation, teamwork, and service.


Position Objective:

The Human Resources Manager provides leadership and oversight of all human resource functions for ART INC. This position is responsible for developing, implementing, and maintaining human capital strategies that support organizational growth while ensuring compliance with federal, state, grant, and organizational requirements.


The HR Manager oversees the complete employee lifecycle, including workforce planning, recruitment, onboarding, orientation, employee relations, performance management, benefits administration, policy development, compliance, training, staff development, HR systems management, and organizational culture. This role partners closely with executive leadership to build a high-performing workforce that supports ART INC's mission.


Responsibilities:



Talent Acquisition & Workforce Planning

  • Lead all recruitment efforts for full-time, part-time, seasonal, contractor, teaching artist, internship, and volunteer positions.
  • Collaborate with leadership to assess workforce needs and staffing plans.
  • Develop recruitment strategies that attract diverse, mission-driven professionals.
  • Create and maintain job descriptions.
  • Manage BambooHR applicant tracking system.
  • Coordinate interviews, hiring panels, reference checks, background screenings, and hiring recommendations

Ensure equitable and compliant hiring practices.



Employee Onboarding & Orientation

Lead all onboarding activities including:

  • Employment documentation
  • New hire orientation
  • BambooHR setup
  • Personnel file creation
  • Technology and building access coordination
  • Policy acknowledgement
  • Benefits enrollment
  • Required compliance training
  • Organizational culture orientation
  • First 90-day onboarding plans
  • New employee check-ins

Ensure every new employee experiences a welcoming, organized, and mission-focused onboarding process.


HR Compliance & Risk Management

Maintain organizational compliance with:

Performance Management

Develop and oversee ART INC's performance management system.

Responsibilities include:

  • Performance evaluations
  • 30-, 60-, and 90-day reviews

  • Corrective action
  • Goal setting
  • Professional development planning
  • Annual review process
  • Succession planning

Partner with supervisors to improve employee performance and accountability.


Employee Relations

Serve as the organization's HR resource regarding:

Coordinate employee training including:

Compensation & Benefits Administration

Coordinate:

Partner with Finance to ensure accurate personnel records.

Serve as administrator for BambooHR and other HR technologies.

Coordinate HR processes for:

Ensure proper agreements, onboarding, documentation, and compliance requirements are completed.


HR Administration

Maintain:

  • Personnel files
  • Employment contracts

  • Licensure documentation

  • Performance documentation
  • Organizational reporting

Prepare HR reports for executive leadership and the Board of Directors as requested.


Leadership Responsibilities

  • Serve as a trusted advisor to executive leadership.
  • Assist managers with staffing and organizational planning.
  • Support strategic planning initiatives.
  • Recommend improvements to HR systems and processes.
  • Promote a culture of accountability, professionalism, and continuous improvement.
  • Participate in leadership meetings and organizational planning.


Minimum Qualifications
Education

Bachelor's Degree in:

  • Human Resources
  • Business Administration
  • Organizational Leadership
  • Public Administration
  • Related field

Equivalent experience may be considered.

Experience

  • Minimum five (5) years of progressively responsible Human Resources experience.
  • Supervisory or leadership experience preferred.
  • Experience in nonprofit organizations strongly preferred.
  • Experience supporting grant-funded programs preferred.
  • Experience with BambooHR or comparable HRIS.
  • Knowledge of employment law and HR best practices.


Preferred Qualifications

  • SHRM-CP or SHRM-SCP
  • PHR or SPHR Certification
  • Experience supporting organizations with 50+ employees
  • Experience managing HR compliance for multiple funding sources
  • Experience developing policies and SOPs

Physical Requirements
Frequently communicate verbally and in writing.
Regularly sit, stand, walk, bend, and climb stairs.

Operate standard office equipment.
Travel locally to ART INC program sites, schools, partner organizations, and community events as needed.


Work Environment

This position works in a combination of office, school, community, and event environments. Evening and occasional weekend work may be required to support recruitment events, employee trainings, community programming, or organizational initiatives. Regular travel throughout the Peoria area is expected.


Success Measures

Within the first year, the Human Resources Manager will:


  • Build a consistent and efficient recruitment and onboarding process across all ART INC programs.
  • Maintain 100% compliance with personnel documentation, grant requirements, and employment regulations.
  • Implement standardized performance management, onboarding, and employee development systems.
  • Strengthen employee engagement, retention, and organizational culture. 
  • Ensure BambooHR serves as the central HR information system with accurate, up-to-date employee records.
  • Support leadership in developing a collaborative, high-performing workforce aligned with ART INC's mission and values.
