Monitoring & Evaluation Officer

Trócaire supports work on the prevention of sexual and gender-based violence, women’s political participation and leadership, sustainable livelihoods and economic empowerment, natural resource management and environmental conservation, and humanitarian preparedness and response.

Trócaire works exclusively with local partners and actively supports localised development and humanitarian aid. Supporting local civil society organisations to strengthen their organisational, institutional, financial, technical, and managerial capacities is core to Trócaire’s partnership approach in Sierra Leone. Trócaire’s Sierra Leone country programme also works closely with, contributing to and drawing support from, Trócaire’s global hub on partnership and localisation based in Nairobi, Kenya.

Trócaire Sierra Leone is currently seeking to recruit a Monitoring & Evaluation Officer based in Freetown with frequent travel to other districts.

The Monitoring & Evaluation Officer will be responsible for the monitoring and ensuring high quality and timely inputs, and for ensuring that the project maintains its strategic vision and that its activities result in the achievement of its intended outputs in a cost effective and timely manner.

The M&E officer will support the M&E Manager in designing and implementing the M&E activities of Trócaire; assisting the M&E Manager in preparing Quarterly/Annual reports on project progress and will monitor the project activities on a regular basis, developing and maintaining a comprehensive M&E system and will be responsible for the collection & analysis of different data in relation to the project activities.

Requirements

Key Duties & Responsibilities

Technical support

  • Provide MEAL technical support on all Trócaire projects for timely implementation of all project MEAL activities as outlined in the project AMELPs.
  • In collaboration with partners, collect data on a regular basis to measure achievement against the performance indicators.
  • Check all aspects of data quality with partners and support partners accordingly in this regard.
  • Support all Trócaire project progress reporting, midterm reviews and endline evaluations.
  • Ensure Trócaire’s main data storage space i.e., Salesforce is up to date with all project data for all Trócaire projects.
  • Work with the MEAL Manager in rolling out all Trócaire standard data collection and analysis tools especially for the ICSP.
  • Maintain and administer the MEAL database and analyse all MEAL related data.
  • Support the application of the Data Protection principles to general data collection, analysis, usage and storage of all Trócaire project data.
  • Provide technical support to the Project Team on measuring reach including the annual collection and reporting of reach at country level.
  • Support the Project Team to use M&E learnings to inform and adapt implementation.
  • Support the Project Team and partners in strategic targeting of project participants in line with organisational and donor standards.
  • Support partners in using technology more specific to CommCare for MEAL data collection activities like assessments.
  • Conduct routine monitoring visits to the project catchment areas where Trócaire Projects are implemented.Assist in the development of reports in close coordination with colleagues and partners.


Strengthening MEAL related partner capacity

  • Together with the MEAL Manager, provide training and technical advice on monitoring, evaluation, accountability and learning to project staff, including tool selection, data collection, analysis and interpretation including qualitative and quantitative methodologies.
  • Monitor the implementation of the capacity building plan an inform the MEAL Manager of any gaps.
  • Through training and close accompaniment, support partner staff to develop skills and competencies to gather, manage and analyse quality gender-sensitive data.
  • Support and mentor partner staff to analyse and interpret data to inform programme quality control, produce quality donor reports, document lessons learned and programme impact and to inform future project development.
  • Support partners to implement quality field monitoring in a manner that is sensitive to the different needs of programme participants.
  • Support partners in establishing their accountability practices, including safeguarding, complaints and response mechanisms, participation and information sharing mechanisms.


Documenting and dissemination of learning

  • Support partners with adopting the usage of the learning register as a means of promoting learning on the project.
  • Support partners to build internal MEAL capacity and where appropriate adopt Trócaire MEAL approaches.
  • Support partners to have digital or online data storage platforms for their MEAL related information.
  • Actively engage with the Global MEAL Team sharing learning from Sierra Leone.


Other

  • Support in the review of project proposals for aspects of MEAL.
  • Participate in wider project planning and review work for Trócaire programmes department.
  • Any other reasonable duty as may be assigned by the line manager that is consistent with the nature of the job and its level of responsibility.


Person Specification – Essential Requirements

Qualification

  • A minimum of a bachelor’s degree in, economics, statistics, demography, International Development, other social sciences, or a similar relevant field.

Experience

  • At least 5 years’ experience in donor reporting, monitoring and evaluation of projects.
  • Minimum of 3 years’ experience in using results-based management approaches.
  • Experience putting in place a performance monitoring system and mentoring project staff on its use to ensure good quality of performance data.
  • Approval of the recipient’s overall Activity Monitoring, Evaluation and Learning (AMEL) Plan, including plans for monitoring and identification of performance indicators.
  • Previous experience in USAID, EU and UNreporting and grant management.
  • Previous experience in participatory M&E approaches.
  • Previous experience working with local partner organizations.

Skills

  • Technical skills to implement M&E in a gender-sensitive manner, including tool design, sampling, data collection, analysis, participatory rural appraisal and report writing.
  • Ability to develop indicators, tools and processes for monitoring Peacebuilding, Youth and Women’s Empowerment and Livelihoods interventions are particularly desirable.
  • Ability to analyse and synthesize large amounts of data into different formats (e.g., reports, short summaries, presentations).
  • Experience leveraging performance monitoring data for improving ongoing project management.
  • Facilitation, coordination and communication skills, with an ability to communicate to a variety of audiences in a variety of formats.
  • High level of proficiency in Excel, Word, PowerPoint and online data management systems such as KOBO collect or CommCare.
  • Excellent spoken and written English.

The gross monthly salary for this position is between 13,250 - 19,480 NLe.
