Operations and Policy Analyst
TLDR
Analyzes tax systems and policy changes to identify operational impacts, translate requirements into technical improvements, and coordinate cross-functionally to improve state revenue operations.
You will be responsible for analyzing operational systems, supporting policy implementation, and ensuring that tax-related platforms function effectively and align with legislative and program requirements.
- Evaluate automated systems and identify issues impacting functionality, efficiency, and accuracy in tax processing workflows.
- Coordinate system changes with IT and business teams, ensuring proper testing, validation, and production readiness.
- Analyze legislative proposals and determine operational and fiscal impacts on systems and administrative processes.
- Translate business and policy requirements into system specifications and actionable technical improvements.
- Support system testing activities, including test scenario development, validation, and acceptance of implemented solutions.
- Identify training needs and communicate system changes clearly to internal staff and stakeholders.
- Monitor and track system issues and improvements, contributing to ongoing optimization of program performance.
- Bachelor’s degree in Business, Public Administration, Social Sciences, Finance, Political Science, or related field; or equivalent combination of education and experience (approx. 5 years).
- Experience in evaluative, analytical, and planning roles involving complex systems or programs.
- Ability to analyze legislation, interpret policy impacts, and assess operational/system changes.
- Experience in system testing, including test case creation, validation, and collaboration with technical teams.
- Strong communication skills with the ability to explain complex policies and system changes to diverse stakeholders.
- Ability to work cross-functionally with IT, leadership, and program teams in a structured environment.
- Strong organizational skills with the ability to prioritize tasks, manage projects, and produce high-quality analytical outputs.
