Programme Officer - Iraq

Responsibilities

The Programme Officer (PO) will report to the Programme Manager and be responsible for the donor relations, reporting, and support functions of the programme. Specific duties will include:

  • Manage current donor contracts, tracking progress against outcomes and ensuring that contract delivery is on track.
  • Provide updates to donors through regular reports, case studies and newsletters.
  • Write concept notes, proposals and programme briefs for potential donors, and ensure their timely submission.
  • Oversee programme monitoring and evaluation and data collection and analysis.
  • Lead with the development and management of donor relationships and organise field visits of donors.
  • Develop and manage partnerships with national and international NGOs, UN entities, and the Government of Iraq.
  • Attend UN/NGO meetings such as the National Protection Cluster and Mine Action Sub Cluster (MASC) on behalf of HALO where necessary.
  • Work with HALO HQ communications team to raise awareness of the programme and its achievements.
  • Coordinate visitor programmes and arrangements for HALO travellers.
  • Support the programme’s human resources, finance and administration functions by managing and building the capacity of national staff.
  • Assist with IM department oversight including work planning, and ensuring monthly reporting into the HALO database and reports submission to DMA are completed
  • Stay abreast of development projects in HALO’s area of operations and collect data on local socio-economic issues, land use, etc.
  • Support the Programme Manager and Operations Manager with other tasks as needed.
