Regional Head of Compliance (Singapore & Indonesia)

We are looking for a mature, proactive and enthusiastic head of regional compliance to drive regulatory support to the executive team, making sure that the company is conducting its business in full compliance with all national and international laws and regulations. You will be exposed to the latest developments in the payments industry and have the chance to learn about new and emerging trends in financial technology. 

As the compliance leader and subject matter expert, the head of Compliance (Singapore, Indonesia) is responsible for establishing standards and implementing procedures to ensure that compliance programs throughout the organization are effective and efficient in identifying, preventing, detecting and correcting noncompliance with applicable laws and regulations. 

You will be ultimately responsible, together with the Board of Directors (“Board) and the Chief Executive Officer (“CEO”) for all compliance and regulatory matters. The head of compliance is required to have sufficient oversight in order to provide reasonable assurance to senior management and the Board that there are effective and efficient policies and procedures in place, well understood and respected by all employees, and that the company is complying with all regulatory requirements. You will also be the organization’s Singapore Money Laundering Reporting Officer (“MLRO”) and is responsible for all suspicious transaction reports that are filed to the Singapore law enforcement.

Key Responsibilities

  • Manage compliance risk strategies, policies and frameworks (including Enterprise Wide Risk Assessment)
  • Monitor and assess compliance with laws, regulations and policies (including Payment Services Act, possibly Securities & Future Act, Personal Data Protection Act, etc and the similar types of regulation in Indonesia and the S.E.A region)
  • Oversee compliance reviews and investigations 
  • Implementation of compliance controls and risk management activities 
  • Manage regulatory reporting (including STRs, Payment Services regulatory returns, and PDPA related reporting, and other similar reporting for Indonesia and S.E.A region)
  • Internal compliance advisory to business teams and Management team
  • Reporting to Management team on all compliance & regulatory matters
  • Carry out awareness briefing and staff training on regulatory requirements, company policies and procedures
  • Liaison with regulators, auditors and law enforcement
  • Talent Management for compliance team

What you might do:

  • Ensure that we operate in a compliant and ethical manner while meeting business objectives
  • Work closely with Senior Management to develop and implement an effective compliance program
  • Report on compliance risks and strategies to the internal management and external stakeholders 
  • Provide regulatory advice and support to the business on all compliance issues 
  • Review day to day AML/CFT issues including transaction filtering, monitoring and KYC for new and existing accounts
  • Investigate any feedback, complaints or tips on any potential breach of regulatory requirements or policies and procedures
  • Conduct training to communicate compliance-related roles and responsibilities to all the staff
  • Collaborate with other employees and internal departments to communicate compliance-related objectives and measures
  • Strategise and implement controls testing of existing compliance-related practices and processes
  • Identify potential compliance threats and ideate plans to prevent and mitigate problems
  • Regulatory filings (e.g. STRs via SONAR and PSA reporting via MASNet)
  • Communicate with our banking partners and regulatory authorities

Ideal Profile

  • ACAMS or ICA certification
  • 7-15 years of demonstrated experience in a compliance role in either a payments company, Fintech company or bank
  • Bachelor in Business, Accounting, Finance, Legal, or other relevant discipline 
  • Familiar​ilty ​with​ ​payment ecosystems and the fintech ​industry​, bonus if you have some experience in investment/lending products under the Securities & Futures Act / Financial Advisers Act
  • ​Passion​ ​about​ ​high​ ​quality​ ​work​ ​and​ ​continuous improvement​ ​in​ ​business​ ​procedures 

Great if you have:

  • A passion and knowledge of the payments industry and the latest developments in financial technology
  • Experience working in a MAS-regulated (financial) technology company
  • Experience in Indonesia regulatory regime, and in regulated Indonesian financial services companies.
