Salary Grade: Level D on the MSF Canada Salary Grid, $79,057 per annum

As the host to the MSF Telemedicine Services (TMS) program, on behalf of the MSF movement, TMS has two primary Goals: (1) Provide, a scalable, secure and reliable TM system adapted to MSF field needs and (2) Optimize learning and knowledge production to get the best quality results from TMS.  The integration of TMS into MSF’s operations to connect expert medical opinions with hard-to-reach operational contexts is a strategic priority for MSF.  There is significant opportunity to increase the access and usage of TMS in support of improving the quality of our medical work. 

A significant scale up of the use of TMS is planned over the next years according to the following vision: “By 2023, Telemedicine will be a standard feature of MSF’s medical action and widely available to MSF medical personnel, enabling accurate diagnoses and treatments, and providing direct and indirect learning opportunities to all users, via access to a truly global network of clinical experts. Over the next 4-year period, the Telemedicine team will continue building the relationships, governance structure and technical platform to realize this vision.”

Under the direction of the Director of Telemedicine Services, the Telemedicine Medical Team Manager, translates the vision of TMS into a medical strategy to ensure a level of clinical care that improves patient outcomes and provides meaningful support to field operations. This position oversees the development, implementation and monitoring of the medical components of the Telemedicine Service portfolio focusing on access, utilization, quality, stakeholder relations, and policy development and alignment. 

Leading the coordination of the medical perspective and relevance of the adoption, implementation, development and revision of new or existing telemedicine services, projects, and research initiatives, the Telemedicine Medical Manager, works continuously improving quality, relevance, and integration of TMS in MSF medical programming, and ensures relevant initiatives to generate best practices, to analyze data and knowledge gathered from the platform for research, training and building a community of practice. As the champion and voice of TMS’ contribution to improved medical quality and patient outcomes, the Telemedicine Team Manager acts as a representative across a wide variety of internal and external medical stakeholders, cultivating networks and seeking relevant partnerships.  


Key Responsibilities

Strategy, Vision and Transformation 

  • Lead the medical team’s contribution to TM Management Team’s (TMMT) collaboration on Telemedicine strategies, annual plans, budgets, key success metrics, and reporting. 
  • Develop strategies for the implementation and realization of the medical goals of the following Telemedicine scale up vision, by 2021.
  • Act as the medical representative of TMS, manage relationships with MSF medical department stakeholders, external medical partners, staff, vendors and MSF Canada internal departments.

Representation and Partnerships 

  • Develop partnerships, closely coordinating with each Operational Centre’s medical department through their delegated focal point to align TMS with medical department strategies and develop strategies to scale-up the uptake and usage of TMS in each OC.  Pursue opportunities pilot and implement new tools, applications or projects aligned with improving the relevance of TMS to field needs.   
  • Ensure visibility of TMS across MSF medical departments, coordinating regular program updates, reports and representing and communicating on strategic initiatives through OC focal points and, as appropriate, directly with members of medical departments, field coordination and project team members. 
  • Participate in the TMS Steering Committee representing the medical quality and impact of the program.  

People Management 

  • Lead, coach and support the members of the Telemedicine medical team to achieve their goals, establishing trust, respect, recognition and mutual accountability in a high performance, collaborative environment.
  • Oversee the talent management of the Telemedicine medical team (Administrators, pilot/ project managers, TMS implementers, Specialist Focal Point), including identification of Human Resources (HR) needs, organizational design, recruitment, performance empowerment, training and development, in collaboration with the HR department.
  • Oversee the management TMS SME pools (Clinical case coordinators and volunteer medical specialists) including oversight and coordination of administration, organizational design, recruitment, performance empowerment, training and development.

Activity and Operational Management 

  • Lead and oversee medical policy development to ensure the delivery of quality medical care aligned with MSF-wide medical policies
  • Ensure timely, efficient and high quality medical specialist advice is delivered to MSF field users via TMS applications through the effective and optimized organization of Clinical Case Coordinators (CCCs) and External Volunteer Medical Specialists.
  • Oversee and coordinate the medical requirements of all TM offered services and applications

QUALIFICATIONS/JOB REQUIREMENTS

Education and experience

  • Medical doctor or practitioner degree 
  • MSF field experience or similar experience in medical humanitarian contexts 
  • Ability to read, speak and understand English and French; Arabic and Spanish are an asset 
  • Skilled in the use of technological tools, including familiarity with Telemedicine tools 
  • Experience and knowledge of telemedicine systems implementation 
  • Significant and recognized medical and operational experience with MSF within the field and HQ

Working Conditions

  • Work is generally carried out during the day, Monday to Friday (9:00 a.m. to 5:00 p.m.), some weekends and evenings may be required.
  • Flexible work hours and ‘work-from-anywhere’ options are available, upon approval from manager.
  • The office environment is open concept and workspace may be shared with office colleagues.
  • Workstations consist of sit/stand desks, anti-fatigue floor mat, swivel chair, laptop with dock and double monitor, lamp and phone.
  • Work requires long hours sitting in front of a computer/laptop screen.
  • During COVID-19 restrictions, employees are required to have their own workspace, access to internet, and phone.
  • International travel in Europe and to the field required (up to 30%).
  • Significant representation across a wide number of internal organizational stakeholders.  
  • High levels of stress and/or pressure.
