Emergency Response Officer

The CDC Foundation seeks an Emergency Response Officer to support the Senior Emergency Response Officer with day-to-day coordination and management of core emergency response projects related to incident response, crisis management and emergency preparedness in accordance with the project work plan to assure achievement of project objectives. With minimal supervision, discretion, and independent judgment, the Emergency Response Officer provides supports the development of robust and comprehensive emergency response activities, develops policy and procedures, and collaborates with various internal/external stakeholders in pursuit of the CDC Foundation’s strategic and business objectives.
Duties and Responsibilities
- Serves as a member of a multi-disciplinary team with responsibility of ensuring program planning, implementation, execution and monitoring activities are results based and contribute towards achievement of primary goals
- Assists with the development of donor reports, articles and presentations addressing funding impact on the project to address with stakeholders
- Responsible for integrity and supporting the management of project evaluation data
- Assists with the design and implementation of research and evaluation plans and projects
- Understands and supports data management, statistical analysis, interpretation and reporting
- Assists with the development and effective implementation of tools, systems, and strategic visioning of program management at all levels and types of projects
- Supports the development of a comprehensive crisis response and emergency management plan for internal and external use with a health equity focus
- Develops, maintains, and updates resource tracking and mobilization process
- Strengthens working relationships with internal and external partners, such as: CDC, other federal agencies, state and local health departments, professional societies, community-based organizations, health care providers, pharmaceutical companies, private organizations, community members, patients and families
- Manages up to twenty jurisdictional relationships, which includes monthly check-ins and partnership management
- Serves as hiring manager for field employees by scheduling and drafting position descriptions, screening resumes, conducting interviews, and assisting in the onboarding process with CDCF Human Resources
- Supervises up to twenty field employees which includes reviewing and approving time and attendance, conducting monthly check-in calls, completing annual performance evaluations, and elevating any field employee issues to the Senior Emergency Response Officer and HR as needed
- Supports the implementation and execution of public health programs and projects
- Supports team-related procurement of supplies and equipment for the designated team and at the direction of other team members, managing inventory of equipment and supplies as needed or appropriate
- Prepares, negotiates, and monitors program/project-related contracts, agreements, and amendments
- Perform other duties as assigned by supervisor to include working flexible hours, evenings, staggered shifts, rotating schedules, holidays, weekends, and in emergency situations
Education and Work Experience
- Master’s degree from an accredited college or university in public health or related health, behavioral or social science field and at least 3 years of related experience
- Preferred experience managing or coordinating a response, crisis, disaster and/or emergency management program
International Experience
- Ability to travel internationally and domestically is required
Data Collection and Analysis Skills
- Expertise in conducting and leading quantitative/qualitative data collection and analysis
- Technical skills to write reports, prepare briefings, and coherently present results
- Strong technical skills including word processing, spreadsheet development and management, and database management, with a particular emphasis on proficiency in Microsoft Office Suite
- Experience with enterprise resource planning systems and software packages used to manage day-to-day business activities such as accounting, procurement, and project management preferred
Project Management, Teamwork, and Communication Skills
- Comfort with facilitation, planning and strategic thinking processes, including collaborative decision-making processes
- Strong interpersonal and communications skills and ability to collaborate with others on projects and investigations
- Ability to think critically and analyze findings, as well as recognize emergent situations as they arise
- Ability to work in teams including individuals from diverse cultural backgrounds from varied foreign and international organizations, with a solution-oriented approach
- Demonstrated ability to work well independently and be self-directed through prioritizing tasks and meeting deadlines
- Ability to work within rapidly changing environment and programs; experience with change management preferred
- Ability to handle confidential information in a discreet and professional manner
Skills and Ability
- Ability to negotiate priorities and objectives to align varying viewpoints and create a unified approach
- Demonstrated analytical skills to solve complex problems and the ability to think strategically and under pressure, without access to complete information
