Senior Program Manager

The CDC Foundation seeks candidates for Senior Program Manager positions to support the State-Funded Projects team within the Response and Crisis Preparedness Unit (RCPU). Senior Program Managers report to a Program Team Lead, manage up to 7 direct reports, and are responsible for the day-to-day management of a variety of projects.

Required Qualifications
- Master’s degree in Public Health or a related field
- Experience equivalent to that of a public health official at the national, state, or local level with 5+ years of professional service and supervisory experience.
- Demonstrated increasing levels of responsibility and leadership in a public health or related program
- Experience working collaboratively with diverse stakeholders and engaging in strategic partnerships, prioritizing customer service, and servant leadership
- Demonstrated ability to work well independently and supervising a team
- Ability to handle a variety of constituencies, manage multiple tasks simultaneously, and thrive in a complex environment while balancing competing priorities
- Excellence in judgment and decision-making, with strong analytical skills, business intuition and acumen
- Proven experience managing and leading employees engaged in public health roles and positions
- Experience in program evaluation and impact assessment
- Ability to work on weekends, after hours, and to travel domestically as required
- Proficiency in Microsoft Excel, Word, and PowerPoint, strong written and verbal communication skills
- Philanthropic, nonprofit or government and/or public health leadership preferred
Responsibilities
- Manages up to 7 direct reports responsible for managing indirect field employees across the nation, as well as up to 15 field employees
- Oversees complex jurisdictional partnerships across a specified region
- Troubleshoots escalated issues related to projects, serves as back up support for the Program Managers, and supports Program Team Lead
- Collaborates with Program Managers and recruiters to ensure staffing targets are met, troubleshooting issues when needed
- Manages significant program matters such as budgeting, invoicing, auditing, and evaluating program impact and performance
- Provides quality control over monthly expenditure report and invoice reviews
- Supervises preparation and submission of narrative and financial reports or updates to donors in collaboration with internal and external stakeholders
- Works with internal partners and program Team Leads to implement systems and processes to ensure consistent, high-quality project management
- Operates under the intense deadline pressures and inherent changeability of an emergency response
- Fosters and maintains peer-to-peer relationships with subject matter experts, donors, partners, and other stakeholders aimed at efficient and effective program implementation
- Contributes to resource mobilization efforts for the assigned programs in consultation and collaboration with internal and external stakeholders
- Support projects that enhance public health/public safety collaborations through the identification of appropriate local partners, qualitative and quantitative data collection, and dissemination of project findings
- Supports the Program Team Lead in the preparation, negotiation, and monitoring of program-related contracts, agreements, and amendments in designated region
- Perform other duties as assigned to include working flexible hours, evenings, staggered shifts, rotating schedules, holidays, weekends, and in emergency situations

- This role is involved in a dynamic public health program. As such, roles and responsibilities are subject to change as situations evolve. Roles and responsibilities listed above may be expanded upon or updated to match priorities and needs, once written approval is received by the CDC Foundation order to best support public health programming.
The CDC Foundation requires all employees to be fully vaccinated* for COVID-19 as a condition of employment effective November 22, 2021. All offers of employment after that date are contingent upon proof of full-vaccination status as a part of the pre-employment process.
*Fully vaccinated is defined as follows: At least two weeks have passed since receipt of the Johnson & Johnson single-dose vaccine, or the second dose of the either the Moderna or Pfizer-BioNTech two-dose vaccines.
