About the Chief Digital and Artificial Intelligence Office
The Chief Digital and Artificial Intelligence Office (CDAO) is a Principal Staff Assistant (PSA) responsible for the acceleration of the adoption of data, analytics, and Artificial Intelligence (AI) to generate decision advantage across the Department of Defense (DoD). The Joint Artificial Intelligence Center (JAIC), Defense Digital Services (DDS), Chief Data Office (CDO), and forward-leaning programs of record including Advana have officially joined together to form one organization – the CDAO! The CDAO is established to enable the Military Departments and Services, Joint Staff, Combatant Commands (CCMDs), Office of the Secretary of Defense (OSD), and other DoD Components, to swiftly introduce new capabilities and effectively experiment with new operational concepts in support of DoD's warfighting missions.
This position is a Strategic Recruiter within the Human Resource Office of the CDAO and is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f and does not convey eligibility to be converted to the Competitive Service. The pay grade for this role is GG 14.
This role will close for submissions on December 29th, 2023.
What you'll do here:
- Analyze and evaluate the current staffing situation within the CDAO, including turnover, vacancies, and existing recruitment strategies, to identify and forecast staffing challenges and opportunities.
- Research and develop innovative solutions and strategies to address recruitment and retention challenges, integrating various flexibilities to meet the CDAO's workforce needs.
- Provide comprehensive staffing and placement services, offering management a wide range of flexibility in recruitment methods and approaches.
- Assist in external recruitment efforts, crafting and executing multiple recruitment strategies leveraging sources such as direct-hire appointments to attract top talent.
- Advise CDAO management on effective recruitment strategies, sources, and specialized programs, emphasizing affirmative action and diversity initiatives.
- Continuously provide technical expertise in recruitment, including identifying and utilizing various recruitment avenues and assessing applicants' qualifications.
Requirements:
- Proven experience as a Recruiter with a focus on federal hiring processes
- Experience in technical sourcing in the private or public sector is preferred.
- Extensive knowledge of federal HR regulations, including OPM guidelines, USAJOBS, and other relevant platforms.
- Demonstrated expertise in utilizing various sourcing techniques and tools to identify top technical talent.
- Strong understanding of applicant tracking systems (ATS) and HR databases.
- Excellent written and verbal communication skills.
- Ability to work in a fast-paced environment and manage multiple priorities effectively.

- A three year trial period may be required if not previously completed a trial or probationary period in the excepted or competitive service.

- The incumbent must complete a Single Scope Background Investigation (SSBI) and favorable adjudication by a determining authority and be eligible for a SPECIAL SENSITIVE clearance and access to sensitive compartmented information (SCI).
