As part of its ongoing growth plans, the Irish operation is applying for a licence from the Central Bank of Ireland to conduct business in Europe as a Payment Institution, working closely with its UK and US operations.

Reporting to the CEO of Owl Payments Europe Ltd (and ultimately the board of OPEL), we are looking for an accomplished senior compliance professional experienced in financial services and technology to act as

Chief Risk & Compliance Officer (MLRO) for Owl Payments Europe Ltd (OPEL). Our Compliance team plays a critical role in ensuring the compliance and health of OPEL within the broader financial ecosystem.

As Chief Risk & Compliance Officer, you will ensure that OPEL continues to promote a culture of compliance by managing our regulatory compliance program effectively in line with regulatory requirements and supervisory expectations. You and  will run programs for regulatory compliance coordinating across key stakeholders and ensuring that OPEL meets the applicable legal and regulatory requirements.

You will represent regulatory compliance matters before the OPEL board of directors - including performance reports, metrics, trend analyses, and recommendations - and represent these topics for OPEL, and also managing relevant updates to the regulator. In carrying out this role, you will work collaboratively with many internal stakeholder teams across the business, including Legal.

This role encompasses the Head of Compliance pre-approved control function (PCF) 14 & 52 in line with the Central Bank of Irelands ‘fitness and probity’ regime.

Responsible for :

  • Regulatory scanning identifying, interpreting relevant regulation and designing and implementing policy around same
  • Business MLRO, designing and implementing appropriate policy across Financial Crime and KYC as it relates to payments
  • Oversee and drive operational improvement through business compliance planning and implementation of a robust control environment.
  • Evolve the Governance Framework and production of management and Board reporting.
  • Effectively communicate compliance related topics internally to cross-functional stakeholders including at working, executive, and board level.
  • Skilfully represent compliance related topics externally before regulators and partners.
  • Maintain formal governance and oversight of regulatory risk, identifying potential and actual risks and implementing effective risk treatments in conjunction with the business;
  • Engaging on a broad range of matters with the Central Bank of Ireland;
  • Maintaining a deep understanding of the compliance obligations and supervisory expectations for OPEL;
  • Handling escalated regulatory complaints;
  • Maintaining register for breaches, errors and complaints for regulated entities as directed;
  • Producing regulatory returns as required;
  • Provide detailed reporting to the Global Head of Compliance & Risk on a regular basis;
  • Ensure compliance with the AML Framework in place, across all relevant business areas and jurisdictions;

This is a great opportunity for an experienced Compliance professional to help to continue to shape the long-term success of a newly established business, as such you will have;

  • A deep understanding of the regulatory compliance issues that a company like OPEL faces
  • Experience in working as a senior compliance professional in the financial industry, preferably in fintech/payments and with EU-wide scope
  • A history of maintaining the appropriate Fitness and Probity Standards as defined by the Central Bank of Ireland
  • A proven ability to build strong working relationships with industry counterparts, regulators, partners, and at board level
  • Strong leadership skills and an ability to create a culture of rigour and compliance by design in a high growth oriented organisation
  • An ability to find solutions to complex and hard problems and ability to turn incomplete, conflicting, or ambiguous inputs into solid action plans
  • Strong written and verbal communication skills - including the ability to communicate effectively with different stakeholders across the business
  • Excellent communication skills including an ability to convey a compelling vision for compliance and risk
